Strengthening Protection for Online Ride-Hailing Drivers
January 31, 2026This policy brief was prepared in response to the government’s plan to issue a Presidential Regulation aimed at providing protection for online transportation drivers. The brief maps key strategic issues surrounding the online transportation sector, including: (1) the employment status between gig workers and digital platforms; (2) social protection and social security for gig workers; and (3) the regulation of business aspects of online transportation services, particularly the determination of fares and platform commissions. The brief also presents policy recommendations intended to serve as a reference for regulators in drafting the Presidential Regulation, ensuring that once enacted, the regulation not only provides protection for online transportation drivers but also strengthens the broader gig economy ecosystem.
